PEC Consultant – Education PPP Analysis & Comparison

About the role

The IDB Group seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. You will design a methodology to quantify PPP effectiveness and contrast it with traditional public procurement.

Key responsibilities

• Develop a comprehensive database of education PPPs and traditional procurement cases for benchmarking.
• Review literature, evaluations, and evidence to extract risks, lessons learned, and infrastructure characteristics.
• Define and validate variables and indicators for assessing cost, time, administrative and pedagogical effectiveness.
• Design a Value‑for‑Money framework and a practical evaluation tool with a user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology to real data.
• Consolidate findings, prepare publication drafts, and support layout and stakeholder validation.

Required profile

• Master’s degree (or higher) in Economics, Engineering, Business Administration, Public Policy or related field.
• At least 5 years of professional experience in designing, monitoring, or evaluating public policies, preferably with PPP projects.
• Strong analytical mindset with experience applying econometric methods.
