Consultant – CWUIC Subsidy Mechanism Design & Financing

About the role

The Inter-American Development Bank (IDB) seeks a consultant to assess and design a structured subsidy mechanism that will improve premium affordability for the Parametric Insurance Program under the Caribbean Water Utilities Insurance Collective Segregated Portfolio (CWUIC SP). The work will support water utilities across the Caribbean in accessing resilient insurance solutions.

Key responsibilities

• Conduct a targeted review of existing sustainable subsidy mechanisms and financing approaches worldwide.
• Develop a design framework for a subsidy mechanism tailored to CWUIC, covering eligibility, targeting, sustainability, and alignment with CCRIF and donor requirements.
• Facilitate stakeholder discussions, including with CCRIF, to co‑create an initial subsidy proposal and assess feasibility and risks.
• Engage early‑stage with potential funding sources such as the Green Climate Fund and the Loss and Damage Fund.
• Prepare a concept note and presentation materials outlining the proposed mechanism, rationale, structure, and funding pathways.

Required profile

• Master’s degree in Economics, Finance, Public Policy, Environmental Management, Disaster Risk Management, Business Administration, Engineering or a related field.
• Minimum five years of progressive professional experience in feasibility assessments, financial and institutional analysis, or advisory work in water, climate, or infrastructure sectors.
• Experience with international financing mechanisms (climate funds, multilateral development banks) is highly desirable.
• Proficiency in English and citizenship of an IDB member country.
